Here Is Who It Hits, and When.
Changes are rolling in through 2026 and 2027
In May 2025 the UK government published an immigration white paper with a plain title, Restoring control over the immigration system. Behind that title sits a set of changes that raise the English language bar across some of the most-used routes into the country. If your plan involves the UK, to study, to work, or to bring family, the level you need is going up, and the dates are already set.
What actually changed
The core of it is simple. On several routes the required level moves from B1 to B2 on the Common European Framework, one full step up. A new requirement appears where there was none before. And the timeline is staggered, so the route you care about may already be live.

Why one CEFR level is a big jump
B1 to B2 is not a small tweak. A B1 user copes with familiar situations. A B2 user can argue a case, follow detailed texts, and hold a professional conversation. In rough IELTS terms that is the difference between around a band 4 to 5 and a band 5.5 to 6.5, depending on the skill. Preparation that was good enough last year can fall short now.
Who this hits
QI am coming as a student.
Your own route is not where the B2 change bites first, but universities themselves face tighter compliance rules and a new levy on international income from June 2026, which is already shaping how some sponsors recruit and support students. Expect stricter checks, and make your English score comfortably clear of the minimum rather than scraping it.
QI am coming to work.
Skilled Worker, Scale-up and High Potential Individual applicants now need B2 English, up from B1, from January 2026. If you were aiming at the old level, your target has moved up a full step.
QI want to bring my partner.
Adult dependants of workers now face a basic A1 English requirement where there was none, with the level expected to rise over time. Build a test into the family plan, not just the main applicant's.
And the Graduate Route is shrinking
Separate from the English changes, the white paper set out cutting back the post-study Graduate Route. If staying to work after your degree is part of your plan, read the current terms carefully before you commit, because the window is narrowing.
